Badaun, Uttar Pradesh —
Shri Prempal, son of Latoori Singh, a resident of Bhawanipur Nagla, Police Station Islam Nagar, Tehsil Bisauli, District Badaun, has sent a serious complaint to Uttar Pradesh Chief Minister Yogi Adityanath, alleging attempted land grabbing, death threats, and police inaction related to a long-standing land dispute.
Legally Registered Land Illegally Occupied
According to Prempal, he legally purchased land with Khasra Number 817K (total area 35 Aree, nearly half a bigha) on the Bisauli–Islam Nagar Road from Hariram, son of Sewaram, about two years ago. The land was registered in his name, and the revenue department had also completed the mutation (daakhil kharij) process in his favor.
On February 13, 2025, Prempal began constructing a boundary wall on the land, which was nearly 5 feet tall. However, the next morning, he discovered that a group of people had demolished the entire wall.
Verbal Abuse, Casteist Slurs & Violent Assault
When Prempal confronted Allah Bakhsh and others about the destruction, they allegedly abused him using casteist slurs, assaulted him, and threatened to kill him. They said:
"How dare you, a Chamar, build a house next to us? We won’t let you have even a hand’s span of this land. Do whatever you want. We control this village, and we have daily meetings with the police and politicians. No one will find even your dead body if you resist."
When Prempal’s son Peetam Singh tried to intervene, he too was beaten and threatened with death.
Police Accused of Inaction and Collusion
Prempal reported the incident to Rudayan Police Post, Tehsil Bisauli, but alleges that the police took no action against the accused. He further claims that the local police are in collusion with the offenders.
SDM Ordered Inspection, Allegations Found True — Yet No Arrests
Prempal took the matter to the Sub-Divisional Magistrate (SDM) of Bisauli, who ordered an on-site inspection. Revenue officials (lekhpal and kanungo) confirmed that the land rightfully belongs to Prempal. All related documents were submitted, and the SDM's report verified Prempal’s claims.
Still, no arrests were made, despite SDM’s written orders to Islam Nagar police to take appropriate legal action.
Atmosphere of Fear and Human Rights Violation
Prempal belongs to a Scheduled Caste (Dalit) and is from a financially poor family. He has expressed fear that the accused might harm or kill him and his family, or frame them in false cases using their influence over local police.
He stated, “We are terrified. These people can do anything to us for land. We’ve done everything legally, yet we are left unprotected.”
